The construction year 2021 marked the second year of the construction phase of the Jalaur River Multi-Purpose Project Stage II (JRMP II) which is an important stage in the realization of the biggest irrigation development project of Iloilo. Despite the challenges brought by COVID-19 pandemic including work suspensions due to infections of employees both in DAEWOO E&C and Project Management Office (PMO), the project remained on schedule. 

As of December 31, 2021, the actual physical accomplishment of JRMP II is at 44.03%. This covers the entire accomplishment of the project including areas under the loan proceeds and areas financed by the Government of the Philippines.

In the Jalaur High Dam, concrete pouring using Roller Compacted Concrete (RCC) method already reached elevation 103 meters above sea level or equivalent to 21.1 meters. This was after the completion of the 310 meters diversion tunnel along with the upstream and downstream cofferdams allowing free and unhampered work execution.

The High Dam is expected to store 230 million cubic meters of water for irrigation and domestic use in the Province of Iloilo.

Meanwhile, in the Jalaur Afterbay Dam, actual accomplishment was at elevation 84 meters above sea level or equivalent to 6 meters. It is constructed using the same RCC method which is done layer by layer simultaneous with the grouting works. A 150 meters length diversion tunnel was also constructed along with the upstream and downstream earth-filled cofferdams giving way to the construction of the Afterbay Dam. Once completed, the Afterbay Dam will hold 6.7 million cubic meters of water for the intake barrel of the High Line Canal.

The third dam, the Alibunan River Catch Dam, which is a run-off the river type of dam, is substantially completed as of the end of 2021. This 10 meters tall dam is directly connected to the main irrigation canal aiming to irrigate the Zone 1 of the project covering the Municipality of Calinog and City of Passi.

Serving as the conveyance structure of the irrigation component is the 80 kilometers High Line Canal traversing nine (9) municipalities in the Province of Iloilo. Construction activities as of December 2021 were in the Municipalities of Calinog, Lambunao, Janiuay and Cabatuan prioritizing structures crossing rivers, creeks and difficult terrains. Main canals will likewise be connected to the High Line Canal to deliver water to rice paddies. 

On the other hand, the JRMP II Housing /Resettlement Area had an actual accomplishment of 40.41% as of December 10, 2021. This resettlement is co-financed by the National Housing Authority (NHA) with construction activities managed and overseen by NIA. It will relocate a total of 32 families from Barangay Cahigon, Calinog with residential structures affected by the construction and operationalization of the JRMP II. Each house has a total area of 35 square meters in a 150 square meters lot. 

The management of the NIA and the DAEWOO E&C are working together to complete the project by December of 2023. Once operational, it will bring inclusive growth to the Province of Iloilo  /JP Flordalie Padillo
