ILOILO CITY – The National Irrigation Administration (NIA) here is ready for the full implementation of the Freedom of Information (FOI). In fact, an agency manual on FOI was cascaded to the regional, provincial and project offices in Western Visayas on March 28, 2017.
No less than the Department Manager of the Public Affairs and Information Staff (PAIS) and national spokesperson Pilipina P. Bermudez discussed the manual to the attendees. Division Managers and Heads of Sections from all NIA offices attended the orientation.
During the discussion, Manager Bermudez emphasized that the agency manual will guide key NIA officials in disclosing pertinent information about the agency. Likewise, she stressed that implementation of the FOI covers only requests for information and not for redress of grievances.
The manual also provides that anybody can request for information from the agency. All requests should be addressed within the prescribed 15 working days and feedback should be provided to the requestor.
An FOI decision-maker and receiver will be designated per office. In the regional level, the decision-maker on request for information is the Regional Manager. The receiving officer is the Public Relations Officer. For JRMP II, the FOI Decision-Maker is Regional Manager Gerardo P. Corsiga. The Receiving Officer is Steve E. Cordero.
On July 23, 2016, President Rodrigo R. Duterte signed the Executive Order No. 2 also known as Freedom of Information covering all government agencies under the executive branch. NIA is one of the government owned and controlled corporations under the executive branch. As such, it is also mandated to come up with an agency manual and cascade it to every employee of the agency. The agency manual was approved by the NIA Board on December 13, 2016. /JP (STEVE E.
